Virginia, Barbour Co.

I, Nathan H. Taft, Adjutant of the 139th. Regiment, Virginia Malitia of the line, do hereby certify, that pur suant to the order of H. I. Samuels, Adjutant General of Virginia, I superintended an election of a Captain, one first and one second Leiutenant[sic] of one of the Companies of that Regi= ment, when the votes of a;; the men here present being given viva voce, a majority was found to be in favor of Bartholamew Charles M. Groves for Captain, Bartholamew Rosenberger For first, and Augustine I, Steerman, for Second Leiutenant[sic], who will therby duly elected Captain and Leiutenants[sic] of said comssing[sic] as aforesaid, to fill vacancies created by the failure of the late incumbents to take the oaths prescribed by law; that a majority of persons present voted, and that election was fairly and justly conducted.

Given under my hand this 18th day of August, 1862.
