Virginia, Barbour Co.

I, Nathan H. Taft, Adjutant of the 139th Regiment Virginia militia of the line, do certify, that pursuant to the order of H. I. Samuels, Adjutant General of Virginia, I superintended an election of a captain, and one first, and one Second Lueitenant[sic] of one of the companies of that Regiment, when the votes of all the members present being given viva voce, a majority was formed to be in the favour[sic] of Michael T. Haller for captain, George A. Phelps for first, and William Ianes, for second Lueitenant[sic], who were thereby duly elected captain and Lueitenant[sic] of said company as aforesaid, to fill vacancies created by the failure of the late incumbents to take the oaths prescribed by law, that a majority of the company was present and voted, and that the election was fairly and justly conducted.

Given under my hand this 18th of Aug. 1862.
