According to Instructioning received from you I have succeeded in procuring these services of M G M Yeager to set as commander of the [?] men raised in Barbour County
And I take pleasure in recommending him to your Excellency as a safe reliable + efficient man for the services proposed. We have had no understanding as to his pay
