Dear sir
I could not get the Rubber Blankets the Quartermasters at Parkersburg had none
On my arrival at home here I found a number of Guerrillas all [?] this county stealing horses and they have captured and [?] several of our Civil Officers
I wish you would please ask Gen-Kelly to give some assistance till this company can be fully organized and equiped I have recruited several men since my return I think I will be able to raise the company up to fifty men pretty soon
I wish you would ship to me equipments ^clothing [?] for ten more men we want the French Rifle if they can be had
Please order for me also 25 twenty five rubber blankets are we not allowed some axes I am going to build a block house and need them
This rainy season we can not get alon without them rubber blankets
Order for me 4 four camp kettles and 4 four mess pans
I want the necessary company Books also as provided in the regulations
If not [?] to much out of the regular order please direct your Quarter Master General to make out the requisitions for all the articles before mentioned to be drawn from a W. [?] and receipt it in my name and send it to post Quartermaster at Clarksburg also send to him ordinance [?] that you furnish and direct said Quartermaster to send it by a wagon via Weston to this place without delay
Twenty five men are not enough to sustain themselves here verry[sic] long I will have the men by the time this equipment can be got here I will forward you a certificate of this mustering soon
I wish you would ask your Adutant[sic] General to instruct me as to the manner of makeing my reports Whether I am to have roll call daily and report the number present for duty or detached scouting [?] same as in the regular U.S. army Then again the manner to proceed about mustering for pay When-how often [?] and as to their clothing account [?]
