Governor

There is two men that were sworn into my company that refuses to report and will not obey any orders Whatever Thier [sic] names are George Spurgeon and Pinkard Brannon both able Stout men the reasons they alledge [sic] are that they were sworn in a month or so before the Organization of the Company What shall I do with them there is no jail here or I could confine them I should like to punish them for an example Could I not send them down work in the Penitenteary [sic] at Wheeling for a while

I have one man in the company I should like to get permission for him to furnish a substitute for the substitute would be much better than the original
