State of West Virginia
County of Hancock to wit:

William W. Morrow personally appeared before me a Notary Public in the County and State aforesaid and being duly sworn says that the accompanying account against the State of West Virginia for the subsistence of recruits amounting to one hundred and ninety dollars and twenty five cents is correct and just and that he has never received the said amount or any part thereof from the State of West Virginia, the United States or any person whatsoever,
