Gov,
I have the honor to state that my duties as [illegible] of the Board of Enrollment of this district are such, that it is impossible for me to devote but little, if any time to the reorganization of the Militia of this Brigade, And not knowing but that there may be person, (I have seen no intimation of the kind) who think they might be organized and made available towards preventing Rebel Raids in this section, I have thought it best to tender my resignation as Brig Genl of the 7th Brigade of West Va Militia, which I now must respectfully do - And hope Your Excellency may be able to appoint some one [sic] who can devote all the time towards a re-organization that may ^ be necessary - if required.
