Meeting in Jackson County.
March 7, 1863
A meeting of the citizens of Jackson county, was held in Ravenswood, on the 4th day of March, and addressed by Samuel Crane, Auditor of the restored Slate Virginia.
Whereupon Edward S. Mahan was appointed President, and James A. Smith Secretary.
After which the following preamble and resolutions were unanimously adopted:
WHEREAS, The Constitutional Convention met in the city of Wheeling, on the 13th day of February last, inserted an amendment in the Constitution of West Virginia, known as the Willey Bill, as recommended by the Congress of the United States; and whereas the same Convention has directed the said amendment to be submitted to the people for their ratification or rejection on the 26th day of this present month by a vote in all the counties compromising the new State of West Virginia therefore,
1st, Resolved, That we, the loyal citizens of Jackson county, will use all honorable means to promote the interests of the New State.
2d. That we hereby endorse the amendment in the Constitution inserted by the Convention, and that we will exert ourselves for its adoption on the day of election by casting our votes for the same.
3d. That we will do everything in our power to put down this unholy rebellion and maintain the supremacy of the Government of the United States.
4th. That the proceedings of this meeting be published in the Wheeling Intelligencer, Point Pleasant Register, and such other loyal papers as are in the State of West Virginia.
