THE ELECTION ON THE NEW STATE CONSTITUTION. - The convention yesterday fixed Thursday, the 26th day of March, as the day of holding the election for the ratification of the new State Constitution. The time fixed for the taking of the Soldier's votes is from the 12th to the 26th.
