Major D. H. McPhail Relieved. - It will be a source of regret to those who have witnessed the superior ability displayed by Major McPhail in the discharge of his responsible duties as Chief Paymaster of the District of Western Virginia, to learn that by claims of a superior in rank, he has been relieved from his position.
During Maj. McPhail's long residence in this city he has won the esteem and respect of all who appreciate an honest and capable officer of the Government. It must be gratifying to the Major to be assured that he is held in such high estimation by the Head of his Department, as the following letter will testify:

Maj. D. H. McPhail, Additional Paymaster U. S. A., Wheeling, Va.
Sir: - Lieut. Col. Hiram Leonard, Deputy Paymaster General, U. S. A. has this day been ordered to proceed to Wheeling and take charge of the District of Western Virginia. On his arrival, you will turn over to him all records, funds and public property pertaining to such District, and will also report to him for duty. You will furnish him all required information as regards the condition of the District, and any other assistance he may desire.
In relieving you from the charge of this Pay District, this Department desires to thank you for the fidelity and energy with which it has been managed under your supervision, and to assure you that the change of command is caused only by the superior rank and claims of your successor.
