The Speaker announced the committee on rules, raised by resolution on Saturday, as follows: Messrs. Lamb, Van Winkle, Kramer, McGrew, and Bumgarner.
On motion of Mr. Zinn, the resolution offered by him on Saturday and laid upon the table, to raise a committee of three to wait upon the Governor and apprize him of the readiness of the House to receive communications, was taken up and adopted; and Messrs. Zinn, Teter of Upshur, and Rader, were appointed a committee under it.
On motion of Mr. Kramer, the rule was suspended to enable Mr. Lamb to introduce bills.
A message from the Senate announced concurrence in the resolution raising a committee to wait upon the Governor, and the appointment of Messrs. Haymond and Carskadon on the part of the Senate.
Ordered, That Mr. Hale inform the Senate of the appointment of the committee on the part of the House.
Mr. Lamb introduced House Bill No. 1, entitled "An Act in relation to the powers and duties of the Recorder;" which was read a first time, and on his motion the rule was suspended, and it was read a second time.
A message from the Senate transmitted the following joint resolution; which was read and laid upon the table.
Resolved, That the Senate will, with the consent of the House, proceed to the election of a Public Printer, at eleven o'clock, A. M., on Wednesday next, the 24th inst.
Mr. Lamb introduced House Bill No. 2, entitled "An Act concerning Oaths and Affimrations," and House Bill No. 3, entitled "An Act relating to Official Bonds;" which were respectively read a first time.
On motion of Mr. Van Winkle,
Resolved, with the concurrence of the Senate, That a committee be appointed to devise and report suitable devices and inscriptions for the seals of the State and report the same to the Legislature, and that until such seals are adopted and ready for use, the Governor be authorized to affix his private seal to all instruments otherwise requiring the seal of the State.
Ordered, That Mr. Lamb inform the Senate thereof.
Under this resolution, the following gentlemen were appointed on the part of the House: Messrs. Van Winkle, Davidson, and Crawford.
On motion of Mr. Van Winkle,
Resolved, That a special committee be appointed to report a bill providing for a division of the several counties into townships, under the provisions of the first section of the seventh article of the Constitution.
Under this resolution, the following gentlemen were appointed: Messrs. Van Winkle, Zinn, Lamb, Ruffner and Bowyer.
The following Delegates came forward and were qualified:
Messrs. Thomas Little, of Mercer county; Solomon S. Fleming, of Harrison; Edward D. Wright, of Cabell; and William W. Shriver, of Ohio.
On motion of Mr. Kramer, the House adjourned.
