Journal of Saturday read, corrected and approved.
Engrossed House Bill No. 25, entitled "A Bill to provide for the appointment and qualification of deputy sheriffs, recorders and clerks," was taken up, read the third time, and passed with its title.
The YEAS were - Messrs. Patrick (Speaker), Ballard, Barns, Bee, Boggs, Bumgarner, Copley, Crooks, Dawson, Dunbar, Fleming, Foster, Goff, Griffin, Hagar, Hale, Hinchman, Holman, Keeney, Kittle, Kramer, Lamb, Little, Lough, Mann, McGrew, McWhorter, Michael, Rader, Robinson, Ruffner, Sheets, Sutton, Sweeney, Teter of Barbour, Teter of Upshur, Van Winkle, Wheat, Wright, and Zinn - 40.
The NAYS were - None.
House Bill No. 28, on its second reading, was taken up and read the second time.
Mr. Wheat offered the following, and it was adopted, as a substitute for the body of the bill:
"The Baltimore and Ohio Railroad Company is hereby released from the payment of taxes on so much of their railroad as lies within this State, for the years eighteen hundred and sixty-one, eighteen hundred and sixty-two and eighteen hundred and sixty-three; and also from the payment of taxes on the Northwestern Virginia Railroad for the same years."
On the question of ordering to engrossment and third reading, Mr. Kramer demanded the yeas and nays, and they were ordered.
On motion of Mr. Barns the bill was laid upon the table.
The Speaker presented a communication from the Auditor, relative to the books and papers transferred by him to the Auditor of Virginia, which upon motion of Mr. Ruffner, was laid upon the table.
Mr. Kramer offered the following, and it was adopted:
Resolved , That so much of the Governor's Message as relates to providing for a Superintendent of Public Works, be referred to the committee on Roads and Internal Navigation.
On motion of Mr. Bee, the resolution upon the table, proposing to raise a committee to inquire into the permit system established by the United States Treasury Department, was taken up, and it was adopted.
The Speaker announced the committee thus raised to consist of the following gentlemen:
Messrs. Ruffner, Van Winkle, Bee, Bumgarner, and Kramer.
On motion of Mr. Hagar,
Ordered, That the committee on Counties, Townships, &c., inquire into the expediency of so changing the boundary line of Boone county as to include so much of Big Creek, a tributary of Mud River, as may lie in Cabell county, and so much of Ugly, a tributary of Guyan River, as may lie in Logan county above the point below the Long Branch; also so much of the North Fork and Three Fork of Big Creek, a tributary of Guyan River.
On motion of Mr. McWhorter,
Ordered, That the committee on Elections and Privileges, be requested to report by bill or otherwise, upon the expediency of making it a penal offence to sell or to offer for sale, to issue or to offer to issue, gratuitously, any intoxicating liquors to any elector upon election days in this State.
On motion, the House adjourned.
