Citizens' Meeting in Gilmer County.
September 30, 1863
The citizens of Gilmer county, West Virginia, in accordance with previous notice, met at Cox's Mills in said county on Saturday, the 19th of September, 1863. The object of the meeting being explained by Col. Philip Cox on his motion, Thos. O. Staton, Esq., was called to the chair and E. L. Snodg[r]ass was appointed Secretary.
On motion of Col. Philip Cox, it was
Resolved, That this meeting will appoint eight delegates to attend the Congressional Convention to be held at Moundsville on the 30th of September.
On motion, the following named gentlemen were appointed as delegates, to wit: Lorenzo Kidwell, Thos. Floyd, Esq., Weden H. Fisher, Geo. K. Cox, Wm. B. Halbert, Esq., Edward M. Brown, Daniel Steinbeck and George Heckart. On motion, the President and Secretary were added to the delegation.
On motion, it was unanimously
Resolved, That the delegates be and are hereby instructed to cast their votes for the Hon. Jacob B. Blair, so long as he is before the Convention; and, if he should be dropped by said Convention, then to cast their votes for whom they think best.
On motion, it was
Resolved, That the proceedings of this meeting be published in the Parkersburgh Gazette and Wheeling Intelligencer.
On motion, the meeting adjourned.
