The quota of the State of West Virginia, under the recent call of the President of the United States for 300,000 men, is about 3,119. As near as now ascertained, the quota charged to this Congressional district is but 4 men, to the Second district 2,842 men, and to the Third 273 men.
In explanation of the disparity of the above quotas, we should say that the organized and available counties of the Second district are not behind 2,842 men, as would appear. That is the whole quota of the whole number of counties, and is the aggregate of all deficiencies in all the counties now within our lines belonging to that district. It includes such counties as Jefferson, Berk[e]ley, Morgan, Hampshire, Hardy, Pendleton, Tucker and many other unorganized and unavailable counties. The original enrollment included all such counties and every succeeding enrollment has likewise included them. The quotas assigned to them from time to time, therefore, still remain charged to them, and will not be counted as against the other counties of the district. We have no information as to what the exact quotas of the different districts will be when the unorganized and unavailable counties are stricken off, but it is probable, as we learn, that in the Second district there will be a reduction of about two-thirds, perhaps more. There will likewise be a reduction in the Third district.
The small quota of this district is owing to her credit on this call for her three years' men, furnished last time. All her two and three years' men are distributed into one year's men, and credited on the present call, leaving a deficiency of but four men. The exact quotas by sub districts will be ready for publication in a few days.
