Frances Humphrey Howard of Baltimore, Md., sister of Senator Hubert H. Humphrey and a distinguished lecturer in her own right, will tour Harrison County Friday evening and Saturday on behalf of Senator Humphrey's candidacy for the Democratic presidential nomination.

Mrs. Howard will be hostess at an open-air coffee reception in front of the Harrison County Courthouse on Saturday morning from 10:30 a. m. until noon. Tonight she will visit with workers coming off the 6 p. m. to midnight shift at the National Carbon plant.

Mrs. Howard is executive director of the United Nations Association of Maryland, and a professional sociologist. She served for four years as assistant director of social welfare for the Washington D. C. Federation of Churches (some 365 churches) and has been active in work of the Business and Professional Women's Clubs; the League of Women Voters, and the American Association of University Women. She is a citizen consultant on foreign affairs, and served as delegate to the Fifth National Conference of the United States National Commission on UNESCO in 1955. In 1958 she participated in the White House Conference on Foreign Aspects of the United States National Security.

In 1957 Mrs. Howard led a people-to-people tour to the specialized agencies of the U. N. in Europe, visiting the UNESCO headquarters in Paris, the World Court at The Hague, the Netherlands, WHO and ILO in Geneva, the Agriculture Organization in Rome. In 1958 she spent two weeks in Russia, East and West Berlin, and toured critical areas in the Middle East, including Egypt, Jordan, Israel and Turkey.

This summer Mrs. Howard plans to lead another people-to-people tour to the Soviet Union, Poland, Czechoslovakia, Berlin, etc.

During her visit to Clarksburg, she will tell of Senator Humphrey's active leadership in international affairs, his "Works of Peace" program and discuss his activities in the United States Senate domestic legislation.
