He was educated at Marietta College, Ohio, and Augusta College, Kentucky, from which he graduated in 1840. He studied law under John Laidley and was admitted to the Cabell County Bar in 1842. He married Louisa M. Beuhring in 1844. Brown began the practice of law and located at Charleston, Kanawha County, in 1848. In 1860 and 1861 he was a strong supporter of West Virginia statehood and was a member of all the conventions and elected a member of the Legislature of the Restored Government of Virginia May 23, 1861, representing Kanawha County. In 1861 he was commissioned a Judge of the Eighteenth Judicial Circuit of Virginia, and several times in the course of the Civil War some of his court records were captured or destroyed. In 1863 he was one of the judges elected to the West Virginia Supreme Court of Appeals. After the war he continued as Judge and served several times in the state legislature, twice ran unsuccessfully for Congress and the U. S. Senate. His last public service was in 1882 when he was again elected to the state legislature. James Henry Brown died October 28, 1900, at Charleston, where he is buried in Spring Hill Cemetery.

James Frederick Brown was a lawyer and capitalist, born at "The Elms", Charleston, Kanawha County, West Virginia, on March 7, 1852, son of James Henry Brown and Louisa Mayer Beuhring. He was a charter member and director of the Central Trust Company, and was involved with the Consolidated Coal Company, the West Charleston Improvement Company, and the Charleston Window Glass Company. In 1882 James F. Brown was nominated to the West Virginia House of Delegates, and served a regent of West Virginia University (1890-1901). Brown served as a Trustee of the Charleston City Hospital, the Masonic Temple, the Kanawha Presbyterian Church, and worked with the Young Men's Christian Association (Y.M.C.A). He was also a Knight Templar and Shriner and a member of the West Virginia Bar Association, the American Bar Association, the Kanawha County Bar Association, and the Edgewood Country Club.
