Transcription

You will please consider of Thos Harris proposition to raise 4 to 500 men in Gilmore and Braxton to clean up that country. My view of that matter is this. Let Harris raise say 4 or 5 companies of three years troops, to be confined to W Virginia - attach it to another part of regiment raised some place else part of the field officers would be in his region part with the residue some place else. But give him a field commission as soon as he get 4 companies of 100 men each raised. And if they restore peace in six mos and were no longer needed there disband them. The service of W. Va. will require something of this kind. It can be done without violating any law on the subject. And by this means we will get our own men in the field who are now fearful of leaving home.

If I have the means of paying them I would organize a body of 4 or 5 companies there at once. I see no objection to putting them in as U. S. Soldiers Talk with Gen R. on this subject.

Sir:
As an authorized agent, I recruited a Company for the 10th Va. Regt. in Jackson Co. W. Va. Two enlisted men deserted from this post. I sent a squad to bring them back. The squad took one of them, brought him to Ravenswood, and while there, the Jackson Co. Patrole Company, headed by its Captain, demanded and took the U. S. Soldier and set him at liberty, threatening, at the same time, violence to the squad, if they attempted to re-take him.

Thus the matters stands. If patrole Companies are to liberate from U. S. Service recruited men, would it not be well to let recruiting agents in W. Virginia know what they may depend upon?

N. B. The recruit's name is Elias Conger. He was a member of the Jackson Co. patrole Company commanded by Capt. Uriah Lytle. Lytle declares he will not give him up till he is released by yourself. I have some 15 or 20 from the same Company. If this recruit is held by Lytle, all the others are subject to be holden by him.

If proper, please send to me or Lytle a discharge from patrole service for Elias Conger. I am certain, if your Excellency knew the habits and questionable services of the Patrole Company in question, you would disband them.

Yours of the 4th inst was received on the 7th but thinking you would be home soon I delayed writing until now.

As to my choice of appointments I will receive that commission which will enable me to get out of the army quickest - a Lieutenancy in the 10th Regt. Though, if it be an object much desired by the Governor to have a company raised in Randolph and Barbour counties I will attempt that. I believe that I can raise 50 men without doubt, and they undoubtedly will be of more service than 150 raised other wheres.

As to my confining myself to my studies you know Lew that I will have to work for the support of my family, but I will have a better chance at home than in the army to study.

I start for camp this morning. Our meeting did no material good & closed on Tuesday.

I have the honor to inform you that I mustered Capt Jarboes Company, 10th Inf (recently stationed at Piedmont, and intended to scout Hardie and Hampshire Counties) into the Service of the United State the 19th inst. The muster was for 42 men which only allows a 1st Lieut since that time Capt Jarboe has been on scout duty with his command and has rendered most efficient service - indeed in the present State of this part of Virginia we could not dispense with his services. He is becoming a terror to all evil doers. He is now out on important secret service and for some time to come will be unable to make further additions to his command. In view of all these facts, and particularly as he is detailed for scout duty only I would respectfully suggest that he be at once commissioned as Capt. I shall muster in this day 12 more men making 54 in all. I will take the responsibility of saying that Genl Fremont will endorse this suggestion. He ordered me to the command of this post last night and the exigencies of the service demand that Capt Jarbo receive his comn at once.

Dear Sir- I wish to address a few liens to you on matters of Public interest. Many of our Union Men at this particular time are intimidated and whether they will have the courage to come to the polls next month remains to be seen. Traitors are whispering that all of us Union men will be run off some time soon. G. W. Henderson of the "House of Delegates" remarked to me that a Secessionist (who he said had better means of knowing than himself) declared to him that a raid would surely be made into our region about election time. Our Executive no doubt will be active in making provision for the protection of of the voters so they will feel safe in voting on the State Question.

I wish to enquire as to matters in which I am personally interested. Med. Director Holmes of Genl Cox's staff says he sent on a recommendation of the Board of Examiner who met at Gallipolis which he endorsed also, asking for a commission for 1st assistant Surgeon on the receipt of which he is prepared to assign me to duty.

This was some two weeks since and as he is expecting to hear from the Gov. daily and I am ready I presume the commission will be on hand. I was in service for six months in Buel'ls Army on a call made for volunteer Surgeons eleven months since. Also served while Capt De Beck was forming his company in our Town a year ago last September which services were endorsed by Capt Debeck but are unpaid. If your Honor can direct me to the right source for pay of the claim referred to you will have my grateful acknowledgement. Said services were rendered before the company was lawfully sworn in tho' the form of swearing them had been used before a J. P.

If you can advise in any of the matters above mentioned it will be recd as a condescending kindness.

As the members of the Medical Department of this command we desire to present to your favorable consideration the name of J R Blair at present Asst Surgeon of the 10th Virginia Infty for Promotion.

During the recent severe ordeal through which our Brigade has undergone, Dr Blair was always found ready, willing and competent to perform the duties that was assigned him and with such universal satisfaction as to call forth unasked for this letter of Recommendation. During this sojourn here as Surgeon in Charge of Post Hospital everything was conducted in a manner that would indicate a thorough and complete knowledge of his duties, and such a one as by being promoted, would be not only a credit to the Profession but a great advantage to the Public Service we know of no one better qualified to fill the position of Major & Surgeon in our Army.

In submitting the above to your worthy consideration we ask that that our appeal be remembered when a vacancy may occur.

In perusing the columns of the Wheeling Intelligencer of the 2nd inst I perceive it announced in your excellency's address to the people of West Va that two new companies will be organized for each of the 2nd 3rd and 8th Va Regts now transformed into Cavalry.

In Company J of the 3rd is a young man who has faithfully and cheerfully fought his way through every Battle in which his Regiment has been engaged, of entirely sober habits and amongst the most trustworthy soldiers in the service.

He entered the service on July 6th 1861. His name is Henry C Gans, my eldest son Should it be your pleasure to give him a commission as Lieutenant in one of the newly organized Companies, his continued devotion to the cause of our common country, and bravery on the field of battle, would I am satisfied abundantly justify this promotion.

Sir Inclosed I send military claims that should no doubt would have been paid long ago only for the distracted situation our country has been thrown on account of this wicked rebellion, the government at Alexandria refuses to pay, the services having been rendered in now West Virginia.

You will also receive the payrol of my company of Vols gotten up for the purpose of defending Jane Lew & vicinity against the guerilla bands that then (and even yet) infest our country. We were ingaged in scouting in the counties of Lewis, Harrison and Gilmer, under the order of the Governor who Stated to us in one of his Letters to "go a head and clean these fellows out & he would foot the bill."

The members of my company or fifty of them are now in the United States service- mostly in the 10th & 15th Regt West Va. Infantry, these men have requested me to ask this small favor of the State, that if consistent with Law and order that I receive the amount & pay to their families I. E. become paymaster for the company, I would bring this matter before you in person, but my leave of absence is too short. I must return to my (10th) Regt, you will please address me at Jane Lew, let me know if my pay rol is correct &c &c. I have a promise by my commander that I shall have time if necessary to go to Wheeling to draw pay &c.

We, the undersigned officers of the Tenth Regmt W Va Infantry - being all the officers at present with the regiment - having learned of an effort now being made to have our regiment returned to West Virginia: beg leave to signify our anxiety to have that effort prove successful.

The term of service of four of our companies will expire March 16th 1865 and the last company will be mustered out on the 18th of May 1865. Our regiment now numbers six hundred and seventy-four (674) Officers and men on the muster rolls; of which five hundred and thirty-six (536) are with this Army.

Being now reduced much below the minimum number, consolidation of the veterans and recruits with those of some other regiment or regiment must immediately follow the muster-out of our four first companies, unless some means are adopted to fill the regiment with recruits - This, we believe, can be, and can only be, done by our return to our own state; - many of our men, whose term of service is about to expire, have expressed a willingness (to) to reenlist in the Tenth if sent back - not a man will do so unless it is. We believe and our friends at home believe, that we could more effectually defend our homes than the troops now there, and upon the other hand: at the commencement of active operations here, our regiment will be but a handfull of disorganized remnants of companies.

We and our men are proud of our record - proud of our organization - to preserve this, is our earnest desire and to keeping unblemished that shall ever be employed our most industrious effort.

We seize this opportunity to express our most profound respect and have the honor to be Governor

The mustering out of surgeon Blair on the 2nd inst leaves me the only Med. Officer with possibly a chance for promotion, an argument used by Genl. Harris for my entering in this regiment which I have followed in every march from Deep Bottom through Hatcher's Run Petersburg Rice's Station Appomattox to Lynchburg & return and every Brigade, Division, and Corps Review the last of which was yesterday. Whiles at Chapin's Farm I had opportunity to read up so that might help me in a future examination. The dye may be cast. If not and should you so cause to continuing your confidence I need not say anything further. Your decision will be accepted cheerfully by on who is truly

I am informed quite recently that by the "Muster out" of the 12th & 15th Regts. the 10th is become a full Regt. And that at this time 1100 are borne on its Rolls - this being the case - and I being the first on the Rolls - of that Regt - for promotion - being recommended in Nov. last, I would respectfully remind Your Excellency that in case of further Promotions in that Regt - I will as a right, claim the first field promotion let that even be the Command of the Regt.

I have never made any inquiry why it was that my recommendation was overlooked - Genl. Harris approved mine & so he did Capt Darnells - I had the precedence I knew he wrote You a letter not to commission me untill he was promoted with other reasons.

I did not write to the adjt Genl to know why. My Commission was detained. I let the matter go - I waited patiently & knew that time would develop the reasons. My time expired, I was Mustered out but before me "Capt Darnell" was also both came home together he had Genl. Harris's assurance of Promotion. My recommendation was at Wheeling - he was afterwards Commissioned Lt Col. Simply because I was out of the Regt. he couldn't be while I remained Genl. Harris knew his regt would protest against Such promotion & wouldn't undertake he assured him. Untill after him & I were Mustered out were it not that my letter is already too long. I would give You a brief history of facts, that would be well for You to know. And that every man in the 10th Regt. would Swear to.

Amy man who knows me will vouch that I never deal in falsehood. You will soon hear from the Regt. if not already.

Respectfully returned with information that this man is a veteran volunteer as he says and he has a description list in this Hospital. The mustering officer will not muster him out of service. He is not a case for Surgeon's Certificate of disability. I tried yesterday to obtain from Capn. Gilder A. A. G. at this Post an order for the transportation of some thirty men whose cases were precisely similar to this to their homes, or to the Chief Mustering Officer of the state in which they reside that they might be discharged the service but failed. I would respectfully request instructions for such cases.
