The reason for the change is this, Carlile was a prisoner when promoted, and is yet without any prospect of a speedy exchange and he can only draw pay & be mustered as 2nd Lt until he is returned to duty & mustered as 1st Lt. Until then there is no vacancy for Hawk as 2nd Lt, and as he has been doing duty all the time as such it is but just to him that he should have a position where he can be mustered and draw pay. This will do no injustice to Carlile as he cannot draw pay as 1st Lt until exchange & mustered. As soon as exchanged he will be recommended for promotion to fill the first vacancy.
In the charge made by our Regt at Winchester July 24th, we lost Sergt Major Ed Thomas and he had in his Port folio my Commission as Lt. Col. and Lt. Rosser's & the oaths of the officers to whom commissions were issued of the same date. You will please reissue to Rosser & myself our commissions as we cannot be mustered without them. Send also the blank oath & I will have them executed and returned. In the same charge we lost Capt Davidson & Lt Barber. I have not learned definitely whether they were killed or captured. I hope the latter.
I presume you have been kept posted as to the operations of our Brigade. (1st, 2nd + 3rd Va) since the 1st of May & I will only say that we have had our full share of work to do & I think that we did it well.

Respectfully returned to His Excellency Gov B. I can see no objection to issuing commissions as requested, as Lt Carlile never received his Commission, and as it now is, they can have but one officer in the Company. Shall I issue commission as requested?
