To His Excellency Governor Pierpoint,
Sir,
I have the honor to recommend to you Henry H. Wolcott, 1st Lieutenant Company "I" 5th Virginia Regiment for captain company "I" to fill the vacancy caused by the resignation of F. M. Miles, the former captain of said company. He has been acting captain of the company for sometime as the captain was unwell sometime previous to his resignation and I consider him a fit subject for promotion.
Also, I would recommend James D. McBride 2nd Lieutenant company "I" 5th Virginia Regiment for 1st Lieutenant of company "I". He is a good officer and has performed his duty well since he has been under my command.
