General,
Sergeant Francis J. Le Sage goes to Wheeling with prisoners. I requested him to call on you and learn what prospect there is for his being commissioned a Lieutenant in the company of cavalry of which he is First Sergeant. I concluded it would be better to lay the matter before you while Governor Pierpoint is in office for the Governor likely (?) may not be make acquainted with the facts of the case before application is urged by some other party, as I understand that General K. Whaley intends as he says of having such officers commissions in Virginia Regiments as shall be selected by himself.
Sergeant Le Sage is a soldier, I can add nothing more to any recommendation I could give as that is complete.
If there is a possibility of doing him justice by giving him a commission I would be greatly pleased and I trust the service would be much benefited. If this does not reach you before Gov. Pierpoint retires from office will you be kind as to render him some aid hereafter?
