Biographical Note: John Richard Adams, also known as Jack R. Adams, was born in Wheeling, Ohio County, West Virginia, on August 10, 1895. Adams married his first wife, Helen McCoid, in 1928. In 1945, he married his second wife, Frances Grant of Illinois, at the base chapel in Georgia. In 1975, 80-year-old Adams passed. Surviving him were his two sons, two daughters, his second wife Frances, and his brother Reed.
Adams was known for being a part of the original West Virginia Flying Corps. The well-known aviator Louis Bennett taught him how to fly. Jack was a veteran of both World War I and World War II. He served as a pilot instructor in World War I, then as a control officer for the Ferry Command in Africa and India during World War II. Adams was a commanding officer for multiple air force bases, such as Larsen AFB Moses Lake, Wash. He also was the wing commander and headquarters commandant with the Air Force Command and 375th Troop Carrier Wing of Pittsburgh's commander.
Jack served four terms in the West Virginia House of Delegates. He was also a part of the Wheeling City Council for three terms. Between 1955 to 1959, Adams was the Mayor of Wheeling. In 1935, as a member of the House of Delegates, Jack introduced the first teachers' pension bill and legislation to remove sales tax from food, medicine, hospital bills, churches, and charity benefits.
Jack R. Adams was the West Virginia Department commander of the American Legion, member of the Reserve Officers Association, chairman of the West Virginia State Commission on Air Pollution Control, member of the West Virginia Board of Aeronautics, member of the American Municipal Association, and a past president of the National Association of U.S. Marshals and Deputies.
Frances Grant Adams, the wife of John "Jack" R. Adams, was born on September 28, 1918, in Springfield, Illinois. She was a published poet and an active member of multiple organizations. Frances "Fran" Adams died on November 8, 2011, at 93. Surviving her were her two sons and daughter.Frances graduated from the University of Illinois and was a member of Phi Beta Kappa. Later, she served in the Air Force as a Time and Motion Study and Job Classification Analyst during World War II.
In 1945, she met and married Jack while he was on active duty with the Army Air Force. In 1946, Frances and Jack moved to Wheeling, West Virginia. She served as secretary and legislative aide in the West Virginia Senate and House of Delegates. For fourteen years, Frances was the secretary and aide to Senator Jae Spears.
Frances Grant Adams was a published poet and a member of multiple national and state committees. She was listed in Who's Who of American Women, Who's Who in the East, Who's Who in the South and Southwest, and Who's Who in Finance.
She held national offices and was the West Virginia President of the National League of American Pen Women. Adams was State Regent of the West Virginia Daughters of the American Revolution (DAR) and a member of the following patriotic and hereditary societies: the National Society of Women Descendants of the Ancient and Honorable Artillery Company, the National Society of American Colonists, the Society of the Descendants of the Colonial Clergy, Colonial Order of the Crown, National Society Daughters of Colonial Wars, the National Society of the Dames of the Court of Honor, the National Society Magna Carta Dames, National Society of New England Women, Order of Washington, and Associated Daughters of Early American Witches. She was appointed a Kentucky Colonel and a member of Unit 29, American Legion Auxiliary.
