The War Movements.

From Wheeling.

Wheeling, June 13.:In the Western Virginia Convention this morning the business committee reported resolutions offering a bill of rights for adoption, repudiating all allegiance to the Southern confederacy, and vacating the offices of all who adhere to it, whether legislative, executive or judicial.

No dissenting opinion was expressed in relation to the measure, and it was made the special order for to-morrow.

Mr. Paxton, of Ohio county, offered resolutions declaring the grievances of Western Virginia; declaring an intention never to submit to the ordinance of secession, but to maintain the rights of Virginia in the Union. The resolutions were adopted.

Mr. Trust, of Jackson, offered a resolution calling upon all persons in rebellion to disband and return to their allegiance to the Constitution.
