July 1, 1862
At a meeting of the Union citizens of Marshal County, held at Sandhill, June 19, David E. Flack, Esq., was called to the Chair, and John W. Winters Esq., was appointed Secretary.
The object of the meeting, as explained by the Chairman, was to raise a company to guard against guerrilla parties and guerrilla invasion. After which a committee of five was appointed to draft resolutions for the consideration of the meeting, the following of which were adopted:
Whereas, hearing of the inhuman treatment of our sick and wounded which fell into the hands of Jackson and his men, and the rejoicing over our dead and wounded, who have been brought or returned home from the battle field:
Resolved, That we form ourselves into a company for home protection, and also ask the concurrence of the Governor, by granting us arms to defend ourselves.
Resolved, That no one sympathizing with the so called Southern Confederacy shall have any protection whatever.
Resolved, That any one refusing to cooperate or sympathise with us in the suppression of this unholy rebellion, shall be treated as rebels, in arms against the Union.
Resolved, That we instruct the meeting to appoint a committee of three to correspond with the Governor in relation to the above matters.
The President appointed John Taylor, John Supelar and William Hearity, said Committee.
Resolved, That the Committee so appointed watch the movements of home secessionists and apprize the Governor of the same.
Resolved, That we pledge ourselves to support the foregoing resolutions at all hazzards [sic].
Resolved, That the proceedings of this meeting be forwarded to the Wheeling papers for publication.
On motion of John Supelar, the meeting adjourned.
