The following communication was received from the Senate:
Senate Chamber, January 23, 1863.
The Senate has this day passed the following bill in which they ask the concurrence of the House of Delegates:
No. 24 Senate Bill, "An Act repealing the 12th section of the 105th chapter of the Code of 1860."
They have also passed the following bills:
No. 31 House Bill, "An Act to incorporate the Clarksburg Coal and Iron Company."
The Senate has this day passed House Bill, "An Act to incorporate the Clarksburg Coal and Iron Company."
The Senate has this day passed house Bill No. 48, and House Bill No. 94, with the following amendment to No. 48: strike out all after the word "County" in the fifth line, in which they ask the concurrence of the House of Delegates.
Senate Bill No. 24, reported this morning, was taken up and read the first time, and thereupon, on motion of Mr. Patrick, it was laid on the table.
The Senate's amendment to House Bill No. 48 was concurred in.
Mr. Crothers moved to take up House Bill No. 56 out of its order, and the question being put, it was determined in the negative.
The Calendar was then taken up, and Engrossed House Bill No. 56, "A Bill to authorize the purchase, on behalf of the State, of the Branch of the North Western Bank of Virginia, at Jeffersonville in the county of Tazewell, and to provide the outstanding liabilities of said Branch," was reported by the Clerk, and the question being on the passage of the bill, Mr. Boreman moved to lay the bill on the table, and thereupon, Mr. Logan moved to amend by making it the order of the day for Wednesday next at ll o'clock, A.M., and the question being put, it was determined in the affirmative.
No. 34 Engrossed House Bill, "A Bill to amend the charter of the city of Alexandria," was taken up. On motion of Mr. Miner the vote ordering the bill to engrossment was reconsidered, and thereupon, on motion of Mr. Miner the bill was passed by for the present.
No. 49 Engrossed Bill, "A Bill appropriating thirty thousand dollars to the Lunatic Asylum west of the Allegheny Mountains," was taken up, and thereupon the vote on the passage of the bill was recorded as follows:
Yeas - Messrs. Barker, Boreman, Bumgarner, Bowyer, Crothers, Davidson, Downey, Davis, Farnsworth, Fast, Hale, Hooton, Henderson, Kitchen, Kramer, Keeney, Logan, Powell, Patrick, Rollyson, Ruffner, Smith, Snider, Swan, Vance, Wilson, West, Wheat, Williamson of Pleasants, Wright, and Zinn - 30.
Nays - None.
Mr. Hale was appointed to communicate the passage of the above bill to the Senate.
Mr. Crothers moved that when the Chair is vacated at half past twelve o'clock to-day, the same be not resumed at half past two o'clock, P. M., and the question being put, it was determined in the affirmative.
No. 51 Engrossed House Bill, "A Bill providing for the amendment and re-enactment of the 11th section of chapter 29 of the Code of 1860," was taken up, and the question being on the passage of the bill, Mr. Davis demanded the yeas and nays which demand being sustained, the vote was recorded as follows:

Nays - Messrs. Crothers and Davis - 2.
No 47 Engrossed House Bill, "A Bill to repeal and re-enact section 2d of an Act to authorize the Trustees of Brooke Academy to transfer their property to the Meade Institute, and to authorize said Institute to transfer the same property to the Trustees hereinafter appointed, passed February 6, 1862," was taken up, and the question being on the passage of the bill it was determined in the affirmative.
No. 46 Engrossed House Bill, "A Bill appropriating the capitation tax for the year 1862," was taken up, and the question being on the passage of the bill the vote was recorded as follows:
Yeas - Messrs. Barker, Boreman, Bumgarner, Crothers, Davidson, Downey, Farnsworth, Fast, Hooton, Kramer, Keeney, Logan, Henderson, Powell, Parsons, Patrick, Ruffner, Snider, Smith, Swan, Wilson, West, Wheat, Williamson of Pleasants, Wright and Zinn - 26.
Nays - Mr. Michael - 1.
Mr. Zinn was appointed to inform the Senate of the passage of the bill.
No. 52 House Bill, on its second reading, "A Bill changing the place of holding the Courts in Fairfax county," was taken up, and thereupon, on motion of Mr. Hawxhurst, the further consideration of the same was indefinitely postponed.
No. 53 House Bill, on its second reading, "A Bill providing for the increase of the compensation of jurors," was taken up, and thereupon, on motion of Mr. Kramer it was recommitted to the Committee for Courts of Justice.
Mr. Crothers moved to pass by the order of business for the purpose of taking up the resolution heretofore laid on the table in reference to the appointment of a Janitor, and the question being put, it was determined in the negative.
No. 57 House Bill, on its second reading, "A Bill declaring the north fork of Fishing Creek in the county of Wetzel, a public highway, " was take up, and thereupon it was ordered to engrossment.
No. 60 House Bill, on its second reading, "A Bill amending the first, second, third and eighth sections of an Act incorporating the Bank of Guyandotte, in the county of Cabell, passed March 2, 1854," was taken up, and thereupon, Mr. Ruffner offered a substitute for the bill, and the question being on the adoption of the same it was determined in the affirmative. Thereupon the bill was ordered to engrossment.
No. 61 House Bill, on its second reading' "A Bill defining the duties of the Public Printer and the Printer to the Senate," was taken up and thereupon, on motion of Mr. Kramer it was amended in the sixth line, by inserting the word "General" before the word "Assembly," thereupon the bill was ordered to its engrossment.
The Chairman of the Special Committee to which was referred the resolution concerning the pay and mileage of Gilbert S. Miner, Delegate from Alexandria, for alleged services in the Extra Session of May 6, 1862, made the following report:
The Special Committee to which was referred the resolution in reference to the mileage and per diem of the Delegate, Gilbert S. Miner, Esq., from Alexandria, at the Extra Session in May last , beg leave to report, that from all the facts and evidence they have been able to obtain in this case, that the said Delegate was entitled to the mileage and per diem drawn by him.
