January 20, 1864
After prayer by Rev. Mr. French, the journal was read and approved.
The President announced the following standing committees :
On Privileges and Elections:Messrs. Carskadon, Haymond and Rollyson.
On Courts of Justice and General Laws:Messrs. Maxwell, Brown, and Atkinson.
On Finance and Claims:Messrs. Brown, Bunker, and Atkinson.
On Banks and Corporations:Messrs. Hubbard, Hawkins, and Bowen.
On Township and County Organization and Municipal Corporations:Messrs. Bunker, Mahon, and Copley.
On Military Affairs:Messrs. Phelps, Young, and Dunbar.
On Internal Improvements and Navigation:Messrs. Farnsworth, Bechtol, and Phelps.
On Education:Messrs. Atkinson, Bunker, and Burley.
To Examine Clerk's Office:Messrs. Bowen, Bechtol, and Maxwell.
On Executive Expenditures:Messrs. Burley, Haymond, and Slack.
On the Library:Messrs. Mahon, Copley, and Rollyson.
On Enrolled Bills:Messrs. Slack, Carskadon, and Hubbard.
To Examine the Auditor's Office, Treasurer's Accounts and Bonds of Public Officers:Messrs. Hawkins, Hubbard, and Farnsworth.
The President laid before the Senate a message from the Governor.:[Ex. Doc. No. 1.]
Mr. Farnsworth offered the following,
Resolved by the Legislature, That five thousand copies of the Governor's message be printed for the use of the Legislature. On motion of Mr. Phelps, the rule was suspended for the purpose of passing said resolution.
Mr. Rollyson moved to amend the same by striking out "five" and inserting "ten," but the motion did not prevail.
The resolution was adopted.
Ordered, That Mr. Farnsworth so inform the House.
Mr. Bunker offered the following:
Resolved, That so much of the Governor's message as refers to military affairs be referred to the military committee ; so much thereof as refers to county organization, to the Committee on Townships and County Organizations ; and so much thereof as refers to the finances of the State, to the Finance Committee.
On the motion of Mr. Hubbard, the following was added at the end of said resolution : "and so much as refers to Humane and Criminal Institutions, to a Committee on Humane and Criminal Institutions, to be appointed by the President as one of the standing Committees of the Senate."
And as amended, the resolution was adopted.
The President appointed, under said resolution, Messrs. Hubbard, Dunbar, and Carskadon.
On motion of Mr. Slack,
Resolved, That so much of the Governor's message as relates to the recommendation of the appointment of a State Geologist, be submitted to a special committee to be appointed by the President for that purpose.
The President appointed under this resolution, Messrs. Slack, Young, and Mahon.
On motion of Mr. Brown,
Resolved, That the Committee of Courts of Justice and General Laws be requested to inquire into the expediency of providing by law for the sale of real estate returned delinquent for the non-payment of taxes levied for the use of counties, townships, free schools, roads, or for the support of the poor.
Mr. Phelps offered the following :
Resolved by the Legislature of this State, That the Committee on Humane and Criminal Institutions, be and are hereby instructed to inquire into the expediency of the reporting a bill fixing the county jail of Mason county as the temporary State prison.
The resolution was laid over.
A message from the House of Delegates, by Mr. Lamb, announced that the House had agreed to the joint resolution in regard to the printing of the Governor's message, with an amendment adding thereto the words : "and one thousand copies each of the accompanying documents," and that it had passed the following joint resolution :
Resolution, (the Senate concurring,) That the Committee on Taxation and Finance, on Military Affairs, on the Judiciary, and on Counties, Townships, and Municipal Corporations, of two Houses, sit as joint committees whenever so requested by the chairman of either of said committees.
On motion of Mr. Carskadon, the Senate agreed to the House amendment to the first named resolution.
Ordered, That Mr. Carskadon so inform the House.
On motion of Mr. Hubbard, the second named resolution was amended by inserting after "judiciary" the words "on Humane and Criminal Institutions ;" and on motion of Mr. Atkinson, it was further amended by inserting after "Institutions," the words "on Education."
On motion of Mr. Bunker, it was further amended by striking out the words "chairman of the two corresponding."
Mr. Phelps moved to strike out the words "as joint committees," and insert the words "for purposes of consultation."
But pending this motion, on motion of Mr. Atkinson, the resolution was tabled.
And on the motion of Mr. Bunker, the Senate adjourned.
