The following is also a dispatch from Wheeling to the same paper:

Wheeling, Va., Monday, April 7.

A telegram, just received here, informs us that the rebels are retreating before our forces under Gen. Milroy, who has advanced from Cheat Mountain, and now holds Camp Alleghany, lately evacuated by the Confederates.

The rebels have also fallen back from Monterey and Huntersville, and seem to be aiming for Staunton, where they will have a railroad escape.

The Mountain Department is in motion. All the outposts which have been held during the winter are being still held secure, while a general southeasterly movement of the main columns has commenced simultaneously with the retreat of the rebels over the mountains eastward.

Bands of Bushwhackers are appearing in the eastern counties of this department. Letcher's Legislature has encouraged the raising of a large force for guerilla operations in Western Virginia, and a day or so since some thirty or forty of them appeared suddenly at Bull Town, Braxton county. They shot a courier, seized the army telegraph operator, took all his personal effects, cut the wires on both sides of the town, swore him not to reveal anything, and then rode away. There are reports of a large force raising in that county. All such will soon be driven from the mountains by the vigorous measures inaugurated by Fremont, who, although still without reinforcements, is stirring up his generals to push ahead as fast as can be done safely.
