Perry Paul Williams was born August 21, 1924, in Brohard, West Virginia, the second of seven children born to Perry Daniel and Lura Gadd Williams. Perry Paul received his education in Wirt County, where he attended Bell Elementary School in Munday and Wirt County High School in Elizabeth.

He was inducted into the Army Infantry on June 24, 1943, and on the same day was transferred to the Enlisted Reserve Corps. Perry Paul received his training at Camp George G. Meade, Maryland, and entered active duty on July 8, 1943, at Fort Hayes, Ohio. A private in Company A, 112th Infantry Regiment, 28th Infantry Division, he left for overseas service on August 24, 1944. He was reported missing in combat in Germany on November 4, 1944, and later it was confirmed he had been killed on that date.

In December 1947 the body of Private First Class Perry Paul Williams was retuned to the United States and transported to Wirt County where final internment was made in Hartley Cemetery in Brohard.
