I have the honor to respectfully recommend that First Sergeant David Patterson Company E 10th Regt W Va I V be commissioned First Lieutenant in said company vice Benjamin Shreive discharged (on Surgeons Certificate of Disability) dated November 23rd 1864.

There is but one commissioned officer in said company (Capt L. M. Marsh) The Second Lieutenant Charles B McCollum was killed in action at Winchester Sept the 19th 1864.

The company is entitled to (2) two commissioned officers. There is (73) seventy three enlisted men in said company.

Said Patterson is a man of good moral character and the best qualified to fill the office of any man in said company he is the choice of the Capt and the enlisted men

I have the honor to recommend that, upon the promotion of 2nd Lieut David I Ezekiel, Sergeant David T Peterson (Co B) of my regiment be commissioned Second Lieutenant to fill the vacancy thus occasioned in Company B.

Sergt Peterson in the capacity of first Sergt has for three years discharged his duty faithfully - has displayed conspicuous gallantry in every action in which he has been, and most certainly deserves promotion.

Co B now numbers Fifty six (56) enlisted men and has neither Capt nor First Lieut.

I would respectfully recommend that First Lieutenant Daniel Curran (now of Co D) be commissioned 1st Lieutenant and Quartermaster of the 10th W. Va. Infantry vice Lieut Samuel Adams R. Q. M. mustered out Dec 29th 1864.

Lieut. Curran is a good officer - prompt and energetic in the discharge of all his duties has had considerable experience as Acting Regimental Quartermaster in which capacity he has been industrious and efficient since Dec 29th 64.

Sergeant Nutter has proven himself worthy of promotion by a faithful discharge of duty and gallantry in action. He was severely wounded at Winchester Va. on the 24th of July 1864.

Lieut Cuttan has been in the millitary service of the U. S. since September 1st 1861 and during that time has been actively engaged in the field- prompt energetic + faithfull in the performance of his duties.

He is furthermore the oldest commissioned officer in this organization is the best qualified and most deserving the desired promotion.

In April I requested a commission as Capt for L. M. Marsh whose term of service expired April 11th. No such commission has ever arrived Capt Marsh is now here expecting to be mustered. He shows me two letters from you stating you had forwarded commission to me. It never came into my hands. Send again immediately. If commission had arrived for Capt Marsh it might have made a difference in my recommendation for field officer.
