Dear Col.
Your dispatches received I will comply with your wishes in respect to furloughs in future and will endeavor to have the surgeons of Genl hospitals give you the Military history of your men. a great many furloughs were granted upon surgeons certificate by Commandants of Posts who when their furlough expired failed to return, and are yet absent. I am utterly opposed to this furlough business and will grant no more unless approved by the Commandant of Regts. except in extreme cases of necessity. I shall forward the Communication as you desired.
