Sir,
The vacancy caused by the resignation of Lieutenant J. F. Kendricks, Company B, 5th Virginia Volunteers, has not been filled. Sergeant Francis J. Bancroft is a good man for the place. I would honorably request that 2nd Lieutenant Robert B. McCall be promoted to 1st Lieutenancy and Bancroft commissioned 2nd Lieutenant.
