Sir,

I take pleasure in recommending Captain James C. McFadden of the 5th Virginia Volunteer Infantry to fill the vacancy, if one occurs, as a field officer in his regiment.

I can say that he is as competent and worth as any other officer of the regiment and at the same time he is the ranking Captain.

The introductory note on the letter states, "Zeiglers recommendation of McFhadden. This man is so free with his tongue that no reliability can be placed in his veracity". Unknown if this was the view of Adjutant General Samuels or another person forwarding this to the governor.
