General,
Mr. A. F. Morse of this place handed me this afternoon some claims against the State of West Virginia, with the request that I write you concerning the same. These debts were contracted by Lieutenant Ramsdell as Regiment Quartermaster, 5th Virginia Infantry, before the regiment was mustered into the United States service. Lieutenant Ramsdell paid 50% of the debts thus incurred and gave his notes for the balance. The money for the payment of the 50% was obtained from the Treasury Department of the State of West Virginia. I desire to know whether these claims can be paid at the present time. The amount due Mr. Morse is about $185. He supplied the regiment with subsistence in the year 1861. Please let me hear from you concerning the matter.
