Sir:
In or about the month of July 1864, one Philip Hinkle enlisted as a private in Capt B. L. Stephensons Co. of Honor Guard; he served in Stephensons Co. for about nine months, when he enlisted in Co. F. 7th of West Va. Cavalry, for a period of one year, but was mustered out with his Regt about the 1st of August 1863;_ Hinkle has recd only four months pay for his service in Capt. Stephensons Co. And the Capt tell him that for some reason not known to him, the state will not pay him for the balance of his term. He thinks this not exactly right. And desire me to write and as ascertain from you if Capt Stephensons report is correct. And if so the reason why the State will not pay him.
Hinkle produced to me an honorable discharge discharge from the 7th Cavalry and he has the reputation here of having been a good soldier.
