Sir,

I have the honor to say that I know William Flannagan to be a "good Union man" and that his application for authority to raise a company if granted will be of great service to the state and in protecting Union men in this part of the state.

While writing this indorsement, I would say that there is quite a number of Union men at and near this post who are willing to fight if only the state authorities would give them the proper encouragement and I have no doubt but 200 men could be enduced to enter the service - if only such men as William Richardson of Raleigh Co. was authorized to organize the state forces &c.
