The following communications were received from the Senate:
SENATE CHAMBER,
January 9, 1863
The Senate this day passed No. 21, House Bill, entitled "An Act for the relief of S. P. Hildreth, Treasurer of the Savings Bank of Wheeling."
The Senate has also passed the following joint resolution in which they ask the concurrence of the House of Delegates.
"Whereas, it has been made known to the General Assembly of Virginia that on Tuesday the 6th day of January 1863, Mrs. Tarr wife of Campbell Tarr, Esq., Treasurer of the State of Virginia, departed this life, Resolved that in this bereavement of our worthy Treasurer, the General Assembly tenders to him its deepest regrets and sincere sympathy at the dispensation." Also the following:
"Whereas, it appears to the General Assembly that the heirs of Commodore Walter Brooke, formerly of the Virginia State Navy in the war of the Revolution are entitled to five thousand acres of additional land bounty from the State of Virginia for the service of their ancestor, the said Walter Brooke, in the war of the revolution, and whereas by reason of the existing Rebellion the warrant for the said additional amount of land bounty cannot be had from the land office at Richmond, therefore, Resolved by the General Assembly, that Samuel Crane, the Auditor of this Commonwealth, be and he is hereby directed to issue to the heirs generally of the said Walter Brooke, a land warrant for the balance of bounty due to them, to wit----five thousand acres---that amount being acknowledged by the Register of the Land office at Richmond to be so due." Also the following:
"Be it Resolved by the Senate and House of Delegates of Virginia, that the thanks of the State of Virginia are justly due and are hereby tendered to Dr. Hills, Superintendent of the Insane Asylum at Columbus, Ohio, for the kind and humane treatment extended by him to the unfortunate Insane of this State, who because of the present Rebellion could not be received and treated in the Lunatic Asylums of this Commonwealth.
Resolved 2d, That the Governor be requested to transmit a copy of these resolutions to Dr. Hills.
On motion of Mr. Ruffner, the joint resolution of the Senate in reference to the heirs of Walter Brooke was taken up, and the question being on the adoption of the same, on motion of Mr. Logan, it was amended by striking out the word "whereas" where it occurs the second time in the preamble, and thereupon the resolution as amended was adopted.
On motion of Mr. Crothers, the joint resolution of condolence reported from the Senate this day, was taken up, and the question being on the adoption of the same, it was determined in the affirmative.
The Chairman of the Committee for Courts of Justice reported the following bills, which were read the first time and ordered to the second reading.
No. 51, "A Bill providing for the amendment and re-enactment of the eleventh section of Chapter Twenty nine of the Code of 1860."
No. 52, "A Bill providing for the removal of the several Courts of the County of Fairfax to the house of Samuel Cotts in said County."
No. 53, "A Bill providing for the increase of the compensation of Jurors."
The Chairman of the Committee for Military affairs reported the following bill.
No. 54, "A Bill entitled an act allowing certain claims out of any money derived from assessment of fines for the non-performance of military duty under the order of the Governor by his proclamation dated Sept. 9, 1862."
Also a report from the same committee recommending that Senate Bill No. 12 do not pass, which said bill is entitled "A Bill to exonerate persons from the payment of militia fines for the year 1861."
The Chairman of Roads and Internal Navigation reported the following bill, which was read the first time.
No. 55, "A Bill to amend the Charter of the Wheeling Rail Road Bridge Company."
The Chairman of the Committee on Banks reported the following bill which was read the first time.
No. 56, "A Bill to authorize the purchase on behalf of the State of the Branch of the North Western Bank of Virginia at Jeffersonville in the county of Tazewell, and to provide for the outstanding liabilities of said Branch."
Mr. Hawxhurst reported from the special committee to which was referred the expediency of removing to Alexandria, the following joint resolution:
Resolved, By the General Assembly (provided the Governor concur) that when it adjourn on the of January it adjourn to meet in Alexandria on the of ; and that the members Clerk and officers receive mileage (at the usual rate for members) from the city of Wheeling to Alexandria and return. Which was laid on the table.
On motion of Mr. Kitchen,
Resolved That the Committee of Privileges and Elections enquire into the expediency of reporting a bill giving the consent of the State of Virginia to the County of Berkeley being admitted into and becoming part of the State of West Virginia.
On motion of Mr. Bumgarner,
Resolved, That the Committee on Finance be requested to enquire into the expediency of reporting a bill for the relief of Elias J. Senters, Jailor of Mason County.
On motion of Mr. Wright,
Resolved, That the Committee on Banks enquire into the expediency of amending 1st, 2d, 3d and 8th sections of an act incorporating the Bank of Guyandotte in the County of Cabell, passed March 2d, 1854.
On motion of Mr. Farnsworth,
Resolved, That the Committee of Finance enquire in to and report to this House how it was that Gilbert S. Minor, Delegate from Alexandria County drew from the Treasury $124,80 for alleged service at the Extra session of the Legislature held May 1862, when it appears that the said Miner was not in attendance during the said session and not appearing until after the Legislature had adjourned.
The question recurring on the motion to lay on the table, Mr. Logan moved the previous question, which being seconded, the main question was put, and thereupon Mr. Smith demanded the yeas and nays, which demand being sustained, the vote was recorded as follows:

Mr. Hooton moved to lay the resolution on the table, and thereupon Mr. Patrick moved that the further consideration of the same be indefinitely postponed, when Mr. West moved the previous question, which motion being seconded the main question was put, and thereupon Mr. Farnsworth demanded the yeas and nays, which demand being sustained, the vote was recorded as follows:

On motion of Mr. Logan,
Resolved, That the Committee on Finance be instructed to inquire into the expediency of exempting from taxation the grounds of the North Western Agricultural Society.
On motion of Mr. Logan,
Resolved, That the Committee on Finance, be instructed to enquire into the expediency of authorizing the County Court of the County of Monongalia to re-assess 777 acres of land belonging to Robert Crangle, situated in said County.
On motion of Mr. Logan,
Resolved, That the Committee on Roads and Internal Navigation be authorized to withdraw from the files of the regular session, 1862, House Bill No. 115, entitled "A Bill to amend the charter of the Wheeling Railroad Bridge Company.
On motion of Mr. Rollyson,
Resolved, That the Committee of Courts of Justice enquire into the expediency of reporting a bill removing criminals from Braxton County to Lewis County, for trial.
On motion of Mr. Ruffner, the Senate Joint Resolution of thanks, reported from that body today, was taken up, and the same was unanimously adopted.
The Chairman of the Committee of Roads and Internal Navigation reported the following bill, which was read the first time:
No 57, "A Bill declaring a portion of Fishing Creek, in the County of Wetzel, a public highway."
On motion of Mr. West, House Bill No. 41, "A Bill for the relief of E. Moore, late Sheriff of Wetzel County, and his securities," heretofore laid on the table, was taken up, and thereupon on motion, the vote ordering the bill to engrossment was reconsidered, when he offered a substitute for the bill. The question being on the engrossment of the same, it was determined in the affirmative.
Mr. Kramer presented a petition of sundry citizens of Monongalia County, praying the extension of the stay law.
On motion of Mr. Ruffner, the Joint Resolution reported from the Senate on yesterday in reference to the election of a United States Senator, was taken up, and the question being on the adoption of the same, Mr. Hooton moved to amend by striking out the "thirteenth," and inserting the "twentieth," when Mr. Kramer moved that the resolution and amendment be laid on the table, and the question being put, it was determined in the affirmative.
Engrossed H. B, No. 36, "A Bill amending an act entitled an act imposing taxes for the support of the Government passed April 3d, 1861," was taken up, and thereupon, on motion the further consideration of the bill was passed by.
Engrossed H. B, No. 43, "A Bill for the relief of Elisha Morgan, of the County of Wetzel from certain liabilities," was taken up, pending the consideration of which, on motion of Mr. Patrick, the House adjourned.
