Chapt. 13. - An ACT authorizing the County Court of Marshall county to re-assess two hundred and six acres of land in Marshall county belonging to Spencer Biddle.
Passed January 12, 1863.
1. Be it enacted by the General Assembly, That the county court of Marshall county be, and is hereby authorized to re-assess two hundred and six acres of land situated in said county, and apearing on the commissioner's books as the property of Spencer Biddle: provided the state shall not be subject to any expenses incurred thereby.
2. This act shall be in force from its passage.

SENATE-- The Senate was opened with prayer by the Rev. R. V. Dodge:
The House bill changing the place of election in Jackson county was taken up and passed.
On motion of Mr. Flesher, Senate bill No. 2, making an appropriation $150,000 to the proposed State of West Virginia, was taken up and after being discussed was laid on the table without action.
Mr. Jackson offered a joint resolution proposing an adjournment sine die on the 26th of January, Laid over.
HOUSE--A communication from the Senate announced the passage of the following bills:
Senate bill authorizing Charles B. Waggener to sell certain lands in Mason county.
House bill authorizing the County Court of Marshal to reassess 206 acres of land belonging to Spencer Biddle.
The Senate bill was read a first and second time and committed.
The following resolutions were offered and appropriately referred:
By Mr. Kramer; Instructing the Committee on Privileges and Elections to consider the propriety of changing the day of holding elections for 1863.
By Mr. Smith; instructing the same committee to consider the propriety of providing the 10th of August for holding the elections of 1863.
By Mr. Ruffner: Instructing the committee on Courts of Justice to consider the propriety of relieving William Dickinson of Kanawha county.
By Mr. Barker: Instructing the Committee on Military Affairs to consider the expediency of relieving the destitute families of volunteers in the United States army from Western Virginia.
Mr. Zion offered a resolution referring so much of the Governor's Message as relates to the passage of a law authorizing him to have rebels captured and held as hostages in order to secure the release of loyal persons held in confinement by the rebels, to the committee on Courts of Justice, and instructing the committee to consider the expediency of reporting a bill conferring such authority. Adopted.
