Editors Intelligencer:

At a public meeting, held at Cabell C. H., Va., March 27, 1863, (Circuit Court being in session,) on motion, J. H. Prague was called to the Chair, and B. D. McGinnis was appointed Secretary.

Mr. W. H. Tomlinson, Esquire, of Mason, being introduced to the meeting, delivered an able and patriotic address. During the course of his remarks, this speaker alluded to the state of the country, and enforced the necessity of selecting men of sound hearts and wise heads to fill the several offices of the new State; none but men of true patriotism and unflinching devotion to the general welfare of the people, would he consent, to hold any office or post of honor in the State.

John Laidley, Esq., being called for, appeared and gave a telling speech upon the subject of appointing efficient officers in the various Departments of State; at the close of which he submitted the following resolutions, which were unanimously adopted:

Resolved, That Messrs. E. D. Wright and W. H. Copley be appointed delegates, and W. H. Tomlinson of Mason, as alternate, to represent Cabell county in the Convention to be held at Parkersburg, to nominate candidates for offices in the State of West Virginia.

Resolved, That our delegates be instructed to support and vote for the nomination of Judge Jas. H. Brown of Kanawha, for the office of Judge of the Supreme Court of Appeals.

Resolved, That the proceedings of this meeting, and a copy of the foregoing resolutions be forwarded for publication in the Wheeling Intelligencer, and that other papers favorably inclined, be requested to copy.
