Engineer On Gen. Kelley's Staff. - Lieut. John R. Meigs, son of Quartermaster General Meigs, has been assigned to this department as Chief Engineer on Gen. Kelley's staff. He arrived at the McLure House last evening. Lieut. Meigs graduated at West Point in June last with the highest honors of the Academy.
