Thos. Hornbrook, Surveyor of the Port of Wheeling, left yesterday for Cincinnati to meet with the Surveyors and special agents of the Treasury Department. We presume it was to take the necessary steps to open commercial trade with those parts of the insurrectionary States which have been so long obstructed.
