Congressional Convention.
August 31, 1863
The Union men of the 4th ward, in Wheeling, at the meeting on Saturday last, resolved in favor of a District Convention, to be held at Moundsville on the 30th September, to settle then and there the question of who is to be the Union candidate for Congressman from this District. The time and place; we presume are as suitable as any other that might have been chosen, the main point being to secure the proper degree of unanimity on the part of the voters to ensure a full and fair representation. It allows nearly six weeks for canvassing the merits of the candidates before the people previous to nomination and nearly a month afterwards before the final election, on the last Thursday in October. We presume that no objection will be made to a Convention or to the time and place above indicated. It is further recommended that the County Conventions to send delegates to the District Convention be held on the Saturday previous, being the 26th of September, as much as possible on the same day, so as to secure a fair expression of the popular wish on the question of the man.
