RETURN OF REBELS.:Mr. Ferguson, during his remarks in the House yesterday, on the election law, stated that a party of about two hundred rebels, formerly belonging to the commands of Gens. Jenkins and Witcher, have returned to Cabell county and have elected a clerk and organized a government under the rebel authority.:They appear to come and go within our lines without hindrance.
