Saturday, February 18, 1865.

The Senate was opened with prayer by Rev. Mr. Brockunier, after which the journal was read and approved.

Mr. Burley was granted leave of absence for to-day.

A communication from the House of Delegates, by the Clerk, announced that it had passed and asked concurrence in

House Bill, No. 31, "a bill to amend the charter of the West Virginia Central Railway Company."

House Bill No. 57, "a bill to relinquish to the Elk River Bridge Company the stock in said Company belonging to the State;" and

House Bill No. 59, "a bill to establish a court of limited jurisdiction in the City of Wheeling;" that it had concurred in the amendments proposed by the Senate to

House Bill No. 35, "a bill to allow suits heretofore cognizable in Pocahontas and Webster counties to be brought in Upshur county;" that it had concurred in the first five amendments of the Senate to

House Bill No. 17, "a bill to amend the general free school law," and disagreed to the sixth and seventh; and that it had adopted the following joint resolution:

Resolved by the Legislature of West Virginia, That the Secretary of the State be and he is hereby authorized to employ in his office such clerical assistance as may be necessary to secure the prompt and correct transaction of the business therein, and to pay for the services rendered out of the fund appropriated for contingent expenses of his office.

The three bills first named were each read the first time, and the first two referred to the Committee on Internal Improvements and the third to the Committee on the Judiciary.

On motion of Mr. Atkinson the Senate insisted on its sixth and seventh amendments to House Bill No. 17, and asked for a committee of conference to consider the same. The President appointed as the Sentate Committee Messrs. Atkinson and Farnsworth.

The Senate concurred in said joint resolution.

Mr. Maxwell, from the Committee on the Judiciary, reported back

House Bill No. 37, "a bill respecting the acknowledgment of deeds and other writings before justices," recommending its passage with an amendment inserting in line 5 section 2, after "take," the words, "and certify."

The amendment of the committee was agreed to, the bill read the second time, and ordered to its third reading.

Mr. Brown, from the Committee on Finance and Claims, reported

Senate Bill No. 38, "a bill appropriating the public revenue for the fiscal year 1865," which was read the first time.

Mr. Brown, from the same committee, reported adversely upon the resolution in relation to the payment of Col. Harris and others for certain service rendered the State.

On motion of Mr. Farnsworth said resolution was referred to the Committee on Military Affairs.

Mr. Peck, from the Committee on the Judiciary, reported

Senate Bill No. 39, "a bill defining the terms on which foreign corporations may hold real and personal estate, in this State," which was read the first time.

Mr. Atkinson, from the Committee on Education, reported back

House Bill No. 56, "a bill for the establishment of a Union School in the City of Parkersburg, and to provide for the erection of school buildings therein," recommending its passage with an amendment striking out the word "such" in the 11th line of the first section and inserting "a Union."

The amendment was agreed to, the bill read the second time, and ordered to its third reading.

Mr. Atkinson also reported adversely upon the resolution in relation to the establishment of an Agricultural College and also upon the resolution in relation to a State University.

The report was agreed to.

On motion of Mr. Brown,

House Bill No. 47, "a bill concerning delinquent taxes levied for county purposes," with the pending amendment of Mr. Burley, was laid on the table.

On motion of Mr. Mahon,

House Bill No. 39, "a bill to repeal the act providing for the appraisement of certain property," was laid on the table.

On motion of Mr. Corley,

House Bill No. 15, "a bill to alter part of the livision line between the counties of Randolph and Upshur," was laid on the table and made the special order for Tuesday next at 11 o'clock A. M.

House Bill No. 46, "a bill to repeal chapter 38 of the Code of Virginia," was read the third time and passed with its title.

YEAS - Messrs. Stevenson, (President), Atkinson, Bechtol, Bowen, Brown, Chambers, Corley, Farnsworth, Hawkins, Haymond, Mahon, Maxwell, Peck, Price, Slack and Wright - 16.

NAYS - none.

House Bill No. 49, "a bill concerning the collection of taxes in certain counties," was read the third time and passed with its title.

YEAS - Messrs. Atkinson, Bechtol, Bowen, Brown, Corley, Farnsworth, Hawkins, Haymond, Mahon, Maxwell, Peck, Price, Slack and Wright - 14.

NAYS - Messrs. Stevenson, (President), and Chambers - 2.

On motion of Mr. Atkinson,

Senate Bill No. 33, "a bill abolishing the officer of county treasurer," was referred to the Committee on Townships, &c.

On motion of Mr. Haymond,

Senate Bill No. 36, "a bill making an appropriation to pay for commissary stores and other necessities furnished the militia of this State," was laid on the table.

The substitute for

Senate Bill No. 18, "a bill to authorize the release of mortgages, deeds of trust and other recorded liens," was read by sections.

Mr. Peck moved that the blank in the 7th section be filled with the word "fifty" which was agreed to.

On motion of Mr. Brown, the words "or other writing discharging any lien herein mentioned heretofore or," were inserted after the word "release" in the last line of the 8th section.

the bill was then read the second time and ordered to be engrossed.

On motion of Mr. Maxwell,

Senate Bill No. 34, "a bill for the support of the poor," was laid on the table.

On motion of Mr. Maxwell,

House Bill No. 34, "a bill to regulate the jurisdiction of the Circuit Courts in certain cases," was taken from the table, read the third time and passed with its title.

YEAS - Messrs. Stevenson, (President), Atkinson, Bechtol, Bowen, Brown, Chambers, Corley, Farnsworth, Hawkins, Haymond, Mahon, Maxwell, Peck, Price, Slack and Wright - 16.

NAYS - none.

And on motion of Mr. Bowen, the Senate adjourned.
