From Western Virginia.
Advices from the West, brought by a passenger who had an interview on Sunday with a Virginian who was very recently released from the Federal camp, represent that Rosencranz has not more than 8,000 effective men : at least 1,600 of his command being on the sick list. General Floyd was still at Cotton Hill, but a few miles from the enemy, and an attack was hourly expected. A most disastrous freshet had occurred in the Kanawha Valley. The town of Charleston was partially submerged, and the loss of life and property had been very heavy. The Salt Works were overflowed and much damaged.
