Description:  Commissioners appointed by the West Virginia Constitutional Convention arrived in Washington, D. C. with a petition requesting the creation of the state of West Virginia. The commissioners were John Hall of Mason County, James Paxton of Ohio County, Elbert H. Caldwell of Marshall County, Peter G. Van Winkle of Wood County, and Ephraim B. Hall of Marion County, accompanied by Harrison Hagans of Preston County, Granville Parker of Cabell County, and Daniel Polsley of Mason County.
