To-day is issued from the Tribune office the first number of the WEST VIRGINIA ENTERPRISE, devoted to the interest and advancement of the colored people of the Valley and the race in general. Rev. C. H. Payne and J. B. Cabell, well known colored citizens of the State, are editors and proprietors. The selection of matter, the editors' ideas of the progression of the people of their race, together with a thorough knowledge of the field in which the Enterprise is to operate and a neatly gotten up and printed paper, promises to fill more acceptably the need than former publications attempted in this city.
