December 1
Union and Confederate forces fought a skirmish at Romney.

December 2
The advance of a Union column skirmished with two companies of the Twelfth Virginia Cavalry at Charles Town.

Union troops launched an expedition from Camp Sutton into Braxton, Clay and Gilmer counties in search of Confederate guerillas.

December 3
The First (West) Virginia and the Ringgold Cavalry of Pennsylvania engaged Confederates in a skirmish at Moorefield.

December 4
The Thirtieth Ohio Infantry entered Logan Court House during a scouting expedition into that county.

Francis H. Pierpont, governor of the Reorganized Government of Virginia, delivered an address to the House and Senate.

December 5
The Thirtieth Ohio Infantry camped at Chapmanville during a scouting expedition to Logan Court House.

December 6
The State Senate passed a resolution condemning Mr. Carlile.

Special elections were held in Mason County to fill local and state offices including Lewis Wetzel's seat in the House of Delegates.

December 7
Job Parsons of Tucker County reached the camp of Col. John D. Imboden after he eluded pursuit by Union cavalry and enlisted with Imboden.

December 8
Delegates of the Restored Government of Virginia tried to avoid voting on the controversial Carlile Resolution.

Senator Wade canvasses members of the U.S. House of Representatives to garner support for the passage of the bill to admit West Virginia as a state.

December 9
The United States House of Representatives renewed deliberation of the West Virginia statehood bill.

December 10
The United States House of Representatives passed the West Virginia statehood bill.

December 11
A detachment of the 1st New York Cavalry skirmished with Confederate cavalry at Darkesville.

December 12
Union forces captured thirteen members of Ashby's cavalry during a reconnaissance near Bunker Hill.

Celebration for the new state of West Virginia occurred in Morgantown and in Clarksburg.

December 13
The legislature of the Reorganized Government of Virginia passed an act for the relief of Kanawha County Sheriff-elect John Slack, Jr.

December 14
A Confederate writing from Princeton described the situation there.

December 15
Imboden's Second Regiment of Partisan Rangers was organized.

December 16
Union and Confederate forces skirmished at Wardensville.

December 17
The House of Delegates for the Restored Government of Virginia passed a resolution requesting that the Committee of Finance consider a bill compensating Joseph Wheat of Morgan County for his work as a member of the Constitutional Convention and the State Legislature.

December 18
The House of Delegates for the Restored Government of Virginia passed a bill authorizing Upshur and Preston counties to issue county treasury notes for the purpose of paying volunteers.

December 19
The Reorganized Government of Virginia General Assembly extended the corporate boundary of the town of Buckhannon, Upshur County.

December 20
The legislature of the Reorganized Government of Virginia passed an act changing the location of a voting precinct in Preston County.

A skirmish erupted near Halltown.

Governor Francis Pierpont and sixteen others sent a telegram to President Abraham Lincoln urging him to sign the West Virginia statehood bill.

December 21

December 22
A Union supply train was attacked by Confederate forces at Wardensville.

The West Virginia statehood bill was officially presented to President Lincoln, although he had seen a copy on December 15.

December 23
The legislature of the Reorganized Government of Virginia passed an act for the relief of Joseph Martiney, former Commissioner of the Revenue for Barbour County.

The people of Lewis County conducted an election to replace a southern sympathizing delegate with a Union delegate.

December 24
Marian McKenzie, alias Harry Fitzallen, arrested in Charleston, was delivered to the provost-marshal in Wheeling.

December 25
A Union reconnaissance to Charles Town resulted in Confederate forces being driven from the town.

December 26
Abraham Lincoln held a meeting of his cabinet, with West Virginia statehood the primary topic. Postmaster General Montgomery Blair, Secretary of War Edward M. Stanton, and Secretary of State William H. Seward provide Lincoln with their opinions on statehood.

December 27
Attorney General Edward Bates gave his opinion on West Virginia statehood to Abraham Lincoln.

December 28
A meeting of Company E of the 6th (West) Virginia Infantry was held at Weston.

December 29
McNeill's company of Partisan Rangers attacked an ordinance and baggage train near Moorefield, capturing horses and Union prisoners.

December 30
Governor Francis Pierpont sent a letter to President Abraham Lincoln urging him to sign the statehood bill.

December 31
President Abraham Lincoln signed the West Virginia statehood bill.
