July 1
Nine Confederate prisoners were released from the Atheneum in Wheeling after taking the oath of allegiance.

July 2
More than 150 Confederate prisoners captured by General David Hunter passed through Wheeling on their way to Camp Chase.

A statue of George Washington, seized from Virginia Military Institute, arrived in Wheeling and was placed on exhibit.

July 3
Skirmishes were fought at Darkesville, Leetown, Martinsburg, North Mountain, and North River Mills.

July 4
Harrison County citizens met at the courthouse in Clarksburg to ratify the nominations for president and vice-president made by the Baltimore Convention.

July 5
Confederate forces raided the town of Bath in Morgan County and destroyed records of the county clerk.

July 6
A Confederate force advanced on Sir John's Run in Morgan County.

Statehood leader George McCandless Porter of Hancock County died in New Cumberland.

July 9
The commanding officer at Wheeling arrested the editors of the Wheeling Register.

July 10
Confederate Major E. T. Sullivan visited the office of Captain Over in Wheeling and took the oath of allegiance.

A Wheeling citizen was arrested by military authorities for circulating false rumors.

Fifty African Americans enlisted in the United States service in Wheeling.

July 12
Four prisoners escaped from the Atheneum.

July 13
Union General David Hunter wrote to Governor Arthur Boreman concerning the arrest of James E. Wharton, editor of the Parkersburg Gazette.

July 14
Colonel John Ely of the Veteran Reserve Corps was appointed Assistant to the Provost Marshal General, Superintendent of the Volunteer Recruiting Service, and Chief Mustering and Disbursing Officer for the State of West Virginia.

Wood County citizens met in Parkersburg to select delegates to the Grafton Convention.

Jacob Hornbrook returned to Wheeling from Martinsburg with $26,000 in payroll funds from soldiers of the 11th and 15th West Virginia Infantry regiments to be distributed to their families.

Taylor County citizens met to select delegates to the state convention at Grafton.

The Ladies Union Aid Society met at Linsley Institute in Wheeling.

Governor Arthur Boreman wrote to the 7th West Virginia Infantry, informing them of the presentation of a flag by the state legislature.

The Soldiers' Aid Society in Wheeling shipped fifty barrels of vegetables to West Virginia soldiers stationed at Martinsburg.

Wyoming County Scouts fought with guerrillas at Pineville.

July 23
The citizens of Cameron met to determine how to meet the quota for soldiers.

A meeting was held at the Hancock County Courthouse in New Manchester to select delegates to represent the Union party at the state convention.

A meeting was held at the Ohio County Courthouse in Wheeling.

July 24
A large number of Confederate soldiers captured near Winchester arrived in Wheeling and were imprisoned in the Atheneum.

July 25
The citizens of Gilmer County met at the courthouse in Glenville to appoint delegates to the Grafton Convention.

July 26
A member of the Marion County Home Guard was shot by a Confederate guerrilla near Boothsville.

Citizens of Cameron met in the office of Dr. S. B. Stidger to pass resolutions of tribute to Lieutenant Colonel Thomas Morris of the 15th West Virginia Infantry, who was killed at the Battle of Snicker's Gap.

Confederate citizens who had been held as hostages for the return of a Union man from Wayne County, were released by Governor Arthur Boreman when he learned that the body of the Union man had been discovered.

July 29
The citizens of Kingwood met at the Preston County Courthouse to appoint delegates to the Grafton Convention.

A meeting of Union citizens was held in Philippi.

July 30
At a meeting held in Glen Easton, Marshall county, delegates were appointed to the Grafton Convention.

A meeting was held in Wellsburg to appoint delegates to the Grafton Convention.

The Union voters of Monongalia County met at the courthouse in Morgantown to appoint delegates to the Grafton Convention.

The citizens of Marshall County met at the courthouse in Moundsville to appoint delegates to the Grafton Convention.

A mass meeting was held at the Brooke County Courthouse in Wellsburg to discuss the county's quota.
