December 1
The Ohio County Board of Supervisors paid $5,000 of the county's debt incurred in paying bounties for volunteer soldiers.

December 2
A Union deserter was executed at Harpers Ferry.

December 3
Sixteen Confederate prisoners captured near New Creek arrived in Wheeling and were incarcerated in the Atheneum.

December 4

December 5
Twenty Confederate prisoners were sent from Wheeling to Camp Chase in Columbus, Ohio.

December 6
A General Court Martial assembled at Grafton.

Lieutenant Colonel J. H. Lockwood of the 7th West virginia Infantry delivered a farewell address to his troops.

December 7
The Lincoln and Johnson Electors of West Virginia met in the office of Governor Arthur I. Boreman and cast a unanimous vote for Abraham Lincoln and Andrew Johnson as president and vice-president of the United States.

Two members of the 2nd West Virginia Cavalry who were imprisoned for assaulting an officer, were released upon the recommendation of that officer.

Mail being transported from West Union to Glenville was seized by Confederate guerrillas.

Four Confederate prisoners arrived in Wheeling and were confined in the Atheneum.

Union General George Crook issued a circular relative to the treatment of guerrillas.

Governor Arthur I. Boreman and his new wife returned to Wheeling following their bridal tour.

Confederate guerrillas robbed Alpheus Nay at Worthington, Marion County.

Eight bushwhackers arrived in Wheeling and were confined in the Atheneum.

Jacob Hornbrook returned to Wheeling from Winchester, where he collected pay from the soldiers of the West Virginia regiments to deliver to their families in West Virginia.

A draftee who was arrested in his home was brought to Wheeling and sent to Grafton to be tried for desertion.

The Supper and Festival of the Ladies Soldiers' Aid Society was held at Washington Hall in Wheeling.

Confederate guerrillas robbed and murdered Henry Swiger at his home on Coon's Run, in Harrison County.

The 28th Ohio Infantry arrived in Wheeling to serve as the Provost Guard.

The Ohio County Board of Commissioners met at the courthouse in Wheeling and passed a resolution offering bounties to soldiers credited to Ohio County.

General Benjamin Kelly arrived in Wheeling and boarded at the McLure House.

Four Confederate prisoners from Clarksburg arrived in Wheeling.

Annie Murphy, a Confederate guerrilla from Braxton County, died in Atheneum Prison.

December 23
Governor Arthur I. Boreman delivered an address regarding Confederate guerrillas to the loyal people of West Virginia, urging them to organize "for the purpose of hunting down and capturing or killing these outlaws."

The men of Carlin's Battery held a grand ball at Fort Boreman in Parkersburg.

Francis H. Pierpont, governor of the Restored Governor of Virginia, arrived in Wheeling.

A Confederate captain who served with McNeill's Rangers was imprisoned at the Atheneum.

Confederate prisoners sent from Charleston arrived in Wheeling and were sent to the Atheneum.
